This is a guide on the Salary Grade in the Government
In the Philippine government, a Salary Grade (SG) is a standardized numerical value (from 1 to 33) assigned to a position. This system ensures “equal pay for equal work,” meaning two people with the same job title in different departments (e.g., an Administrative Officer in the DOH vs. one in the DSWD) will receive the same basic monthly salary.
The Anatomy of a Salary Grade
- The Grade (1โ33): Reflects the level of difficulty, responsibility, and qualifications required. SG 1 is the lowest (e.g., Utility Worker), while SG 33 is the highest (the President of the Philippines).
- The Step (1โ8): Within each grade, there are 8 “Steps.” You start at Step 1 and move up based on your years of service or excellent performance. This allows for small raises even if you aren’t promoted to a new grade.
The 4 Tranches of Salary (2024โ2027)
Under Executive Order No. 64 (s. 2024), signed by President Marcos Jr., government salaries are being increased in four annual phases. This is often referred to as SSL VI (Salary Standardization Law VI).
Below is a sample of the Step 1 monthly salaries for common entry-level and professional positions across the four tranches:
| SG 1 | Utility Worker | โฑ13,530 | โฑ14,071 | โฑ14,634 | โฑ15,220 |
| SG 4 | Driver / Clerk | โฑ16,209 | โฑ16,857 | โฑ17,532 | โฑ18,233 |
| SG 11 | Teacher I / Clerk III | โฑ28,512 | โฑ30,024 | โฑ31,705 | โฑ33,387 |
| SG 15 | Nurse I / Registrar | โฑ38,413 | โฑ40,208 | โฑ42,178 | โฑ44,148 |
| SG 24 | Chief Officer | โฑ93,279 | โฑ97,630 | โฑ102,408 | โฑ107,185 |
Note: Since we are currently in 2026, most government employees are now receiving the 3rd Tranche rates.
Why the Tranches Matter
- Inflation Adjustment: The gradual increase is designed to help public servants cope with the rising cost of goods and services.
- Medical Allowance: Aside from the basic pay, EO 64 also introduced a Medical Allowance (currently โฑ7,000 per year) to help with health check-ups and maintenance.
- Retroactivity: For the first tranche in 2024, the increase was given retroactively, meaning employees received “back pay” for the months before the EO was signed.
