1. Bar/Board Eligibility (RA 1080) In the Philippines, Republic Act No. 1080 (RA 1080) is a law that simplifies the process for professionals to work in the government. Essentially, it declares that passing the Bar examination (for lawyers) or any Board examination (conducted by the PRC, or MARINA for marine officers) is equivalent to passing the Civil Service Examination.
2. Barangay Health Worker Eligibility (RA 7883) , also known as the Barangay Health Workersโ Benefits and Incentives Act of 1995, provides a special pathway for volunteer health workers to gain civil service eligibility without taking the standard exam.
3. Barangay Nutrition Scholar Eligibility (PD 1569) Similarly to the health worker eligibility we discussed, Presidential Decree No. 1569 (PD 1569) provides a way for dedicated nutrition volunteers to gain civil service status. This is officially known as the Barangay Nutrition Scholar Eligibility (BNSE).
4. Barangay Official Eligibility (RA 7160) specific barangay officials are granted the Barangay Official Eligibility (BOE). This recognizes their service to the community by giving them a path to civil service status without taking the standard exam.
5. Electronic Data Processing Specialist Eligibility (CSC Res. 90-083) is a special civil service eligibility in the Philippines granted to IT professionals. Unlike the regular Civil Service Exam, this is conferred based on technical proficiency in specific computer programming or systems analysis areas.
6. Foreign School Honor Graduate Eligibility (CSC Res. 1302714) is a special civil service eligibility granted to Filipino citizens who graduated with Latin honors (or their equivalent) from reputable foreign schools. It was established to provide the same recognition to international graduates as the local Honor Graduate Eligibility (PD 907).
7. Honor Graduate Eligibility (PD 907). is a special civil service eligibility granted to Filipino citizens who graduated Summa Cum Laude, Magna Cum Laude, or Cum Laude from recognized Philippine colleges and universities, exempting them from taking the standard Civil Service Exam for professional government positions.
8. Sanggunian Member Eligibility (RA 10156). established under Republic Act No. 10156, is a special civil service eligibility granted to local legislators. It recognizes their years of public service by providing them with an equivalent civil service status without needing to take the standard exam. Recent amendments (as of February 26, 2024) have made it easier to apply by removing the “prescriptive period,” meaning qualified former or current officials can apply at any time.
9. Scientific and Technological Specialist Eligibility (PD997). The Scientific and Technological Specialist Eligibility (STSE), under Presidential Decree No. 997 (PD 997), is a unique civil service grant designed to attract top-tier scientists, researchers, and tech experts into the Philippine government without requiring them to take the standard Civil Service Exam. It acknowledges that high-level technical expertise gained through advanced studies or years of research is a sufficient measure of “merit and fitness” for public service.
10. Skills Eligibility โ Category II (CSC MC 11, s. 1996, as Amended) is a unique “grant” of eligibility for skilled workers in the Philippine government. Unlike the professional exams we discussed earlier, this is not something you take a test for; rather, it is something you earn through actual work performance. It is specifically designed for positions where skills are better measured by hands-on work than by a written “paper and pencil” exam.
11. Veteran Preference Rating (EO 132/790). The Veteran Preference Rating (VPR) is a special privilege granted under Executive Order No. 132 (s. 1948) and Executive Order No. 790 (s. 1982). It is designed to honor the service of veterans by helping them or their immediate family members pass the Civil Service Examination (CSE).
Unlike a direct “grant” of eligibility, this is a point-addition system that helps pull a failing exam score up to a passing grade.

12. Career Service Eligibility โ Preference Rating (CSE-PR) is one of the most significant recent updates from the Civil Service Commission (established under CSC Resolution No. 2301123 in late 2023).
It is designed to give long-term government workersโwho have the experience but lack the official “Professional” or “Sub-Professional” title, a fair shot at becoming permanent employees.
13. Career Service Eligibility โ Preference Rating (CSE-PR) for Military and Uniformed Personnel (MUP), the Civil Service Commission (CSC) issued Resolution No. 2500164 (January 2025), which officially expanded this privilege to Military and Uniformed Personnel (MUP).
This is a major win for those in uniform who want to transition into civilian career service roles but haven’t yet secured a Professional or Sub-professional eligibility.
